What matters for project planning
Neither record governs remediation itself, so their value here is historical rather than regulatory. What the city's floodplain information gives you is the parcel's flood history and mapped status, and that changes what an assessment should look for: a property that has taken water before warrants opening and checking wall cavities for contamination left from an earlier event, not only inspecting for what is visible today. Historic-district status matters only if remediation leads to visible exterior reconstruction, at which point Commission review can apply.
